I am grateful to God to hold the responsibility of managing Road, Housing and Urban Development Research Center (BHRC). According to the available documents, BHRC responsibilities are classified into four categories: Research Activities 2.Compilation of Rules, Regulations, Building Codes and Standards, 3. Granting Technical Certificates 4.Training and Information Dissemination.
In order to accomplish its duties, BHRC observes and recognizes the process of activities and measures such as qualitative and quantitative assessments. Additionally, the status quo, strength, weaknesses, opportunities and threats have been well-recognized. The knowledge and the experience gained have helped overcoming obstacles and problems in the fields of activates so that a valuable set of strategies, policies and practical solutions are presented to the policy makers and planners in the fields of transportation, architecture and urban development.
In order to meet the research needs of the country, the center focuses on achievement of sustainable development. Therefore, all the plans and research projects are prioritized around the issues of: industrialization and development of new technologies in building systems and building parts, lightening the building weight, mitigation of earthquake and other natural disasters, saving energy in buildings, durability improvement,
Quality and safety improvement of the common building materials and parts, optimized design of electrical and mechanical parts of buildings, preparation and development of data banks, providing solutions on sustainable development in building industries, transportation safety improvement, preparing transportation master plans, planning for optimizing the use of transportation network, balancing demand and supply in all areas of transportation, cost management in all projects of transportation infrastructure,
Improving the quality of concrete and bitumen pavement , realization of “citizenship rights”, documentation in architecture, urban development and rural settlements, improving the public’s understandings on social interest and aesthetic beauty of urban and rural architecture, social, economic and welfare, studies in the fields of transportation, housing and urban development, development of urban observatory, scientific master plan in the fields of urban development and architecture studies and updating the comprehensive plan of architecture and urban development.
Moreover, conducting research on optimum usage of building materials in construction industry are among the research topics in the center. More than 300 research projects are being conducted or supervised by the center.
Previously, the center has been responsible for compilation of hundreds standards, codes and instructions in different fields of building materials, architecture, urban development and transportation. In addition, the responsibility for compilation of National Building Codes and revision of Iran Concrete Code (ABA) is upon the center.
Granting technical certificate for building materials in accordance with the center’s article of association has been part of the BHRC duties since 1977. According to the article 26 of article of association, clause “D”, appendix “6” of the country’s budget law and the article 26 of article of association “organizing and supporting the supply and distribution of housing” ratified in 2009, BHRC is the authority in approving new technologies and industrial construction of buildings.
Community college of Road and Transportation Technology (founded in 1928) which is presently known as Shahid Tafvizi and Technical Training Center of Loushan (founded in 1963) have played an important role in training students in the fields of road and transportation for decades. These centers are well-known across the country and act under supervision of BHRC. These centers have been established according to the experience of other countries to train experts.
These centers have held several technical courses in different fields in order to disseminate and develop knowledge and improve the capabilities of transportation industry. These centers pursue their professional training to train technicians and professionals in the fields of transportation fields, buildings, architecture and urban development.
Obviously, these activities which are performed rely on the expertise of research staff in the center and also other authorities, are supported and supervised by the Ministry of Roads and Urban Development.
We strongly hope that researchers and authorities in the fields of transportation, building, architecture and urban development across the country and experts from other countries help us pursue our objectives with their constructive comments.
