Introduction

Statute


- Improving the quality and satisfying the technical and executive needs in the fields of roads and transportation namely railway, marine, aerial, building and housing, architecture and urban development, materials and construction methods by centralizing, coordinating, managing, conducting applied and strategic research and preparing technical documents, rules and regulations, instructions and relevant standards;

 

- Facilitation of centralization, coordination and conducting research plans in the fields of road and transportation, building and housing, architecture and urban development, building materials and new methods of constructions, preparing rules and regulations, instructions and relevant standards;

 

- Development of research in the fields of information technology of road and transportation, building and housing, architecture and urban development in order to achieve the latest methods of required technology and distribution of data and information and preparing appropriate systematic information in these fields;

 

- Quality improvement in the fields of constructions, transportation, building and housing, architecture and urban development and seismic hazards by conducting applied research plans and compilation of rules and regulations, codes and standards;

 

- Dissemination of the results of researches and achievements of the center in order to improve scientific competency of the engineers in the above mentioned fields.

 

 

 

Major Responsibilities


A.  Conducting Applied and Fundamental Research Projects in the Following Areas

- Qualitative and quantitative study on materials to understand their physical and mechanical properties in order to optimized their use in rural and urban buildings, also conducting study and providing comments on application of new building materials which were not used in the country or were not available;

 

- Research in the fields of seismic hazard, shelter and mitigation of seismic risk;

 

- Collaboration with Iranian National Organization of Standards and Industrial Research in order to compile standards and codes, rules and regulations, scientific, technical and executive codes related to transportation, building and housing, architecture and urban development, geo technics engineering according to the climatic, social and physical conditions in the country and propose them for ratification;

 

- Identifying the problems related to the construction methods, analysis of building costs and components in order to find various methods to construct reliable economic buildings;

 

- Research on design and retrofitting buildings against natural disasters such as earthquake, flood, landslide, wind and other destructive factors like explosion;

 

- Studying and commenting on industrial and prefabricated buildings or prefabricating building parts and their manufacturing methods;

 

- Studying building management systems in order to select and provide appropriate methods for improving efficiency of building and housing construction;

 

- Studying climatic conditions of different parts of the country such as physical conditions (natural hazards, weather conditions, geographic conditions etc.,) and socio-economic conditions in order to practice them in construction research and engineering of the environment;

 

- Study and assessment of building construction methods of housing in rural and urban settlements in different parts of the country in order to introduce model buildings;

 

- Control, maintenance, qualitative and quantitative development of Iran Strong Motion Network in order to record and supervise earthquakes in the country, collecting accelorograms and information on strong motions of the earth and preparing data banks on accelorograms required for research projects on seismic engineering and seismology and also applying them in compilation of instructions, codes, rules and regulations relevant to seismology and “Standard 2800 of Iran";

 

- Comprehensive study on saving energy in construction industry and providing solutions and models;

 

- Research, study, plans, comments, ideas and new methods of construction and building materials manufacturing which were not common or did not exist previously within the country;

 

- Microzonation and geotechnics studies and also soil and stone building materials in order to understand and improve the soil, statics and dynamics behavior for activities related to roads, urban development and housing;

 

- Comprehensive study on distribution, demand and management of energy consumption in the country in the fields of transportation and presenting solutions and appropriate model;

 

- Study and compare the country’s infrastructures in the country’s transportation;

 

- Study and research on seismic mitigation of various factors of transportation including roads, railway, bridges and tunnels, airports and harbors and other relevant issues;

 

- Study and assess economic transit of goods and present annexation strategies, plans and projects in the fields of transportation in the country;

 

- Preparing and compiling rules and regulations, safety indices, standards, codes, technical rules and instructions, determining policies relevant to the strategic plans and requirements and priorities related to transportation industry;  

 

- Studying issues of design, construction, maintenance and launch of transportation infrastructure such as technical and geometrical properties, executive methods, applied materials etc;

 

- Study the methods and construction management sites, maintenance and launching of transportation infrastructure and the country’s national connections in order to optimize goods and passengers transportation, improve safety and facilitate the traffic;

- Preparing and compiling rules and regulations necessary for attracting and developing transportation technologies in order to transfer the appropriate technologies to the subclasses;

 

- Applied and fundamental studies and researches on compiling and prevailing urban development plans and Islamic-Iranian architecture models;

 

- Study and research on preparing rules and regulations, indices and codes of preparation and execution of plans and schemes of urban development at the national, regional, zones and local levels and proposing them to the authorities in order to ratify them;

 

- Study and research on safe and advanced urban development with a focus on seismic, climatic and environmental hazards;

 

- Study and research on different urban development eras, traditional and national architecture especially in the Islamic era and introducing extendable rules and regulations and merging them where possible with a considering pioneering technical and scientific methods in order to find fundamental and appropriate methods for planning and urban design and architecture in the country;

 

- Study on mosques’ architecture and their places in Islamic urban development and taking measures regarding appropriate design for mosques and a fundamental change in this matter.

 

 

 

B - Publish and dissemination of the above research and investigation results

 

- Publication of books, reports, technical and scientific journals and technical software services relevant to the center’s responsibilities and publishing technical compilations in these fields;

 

- Organizing seminars, conferences and training courses, in cooperation with other organizations;

 

- Organizing technical training courses according to the latest research findings in order to improve the technical and executive knowledge of engineers and stakeholders of transportation industry, building and housing, architecture and urban development;

 

- Commercializing the research results and their achievements and apply them as commercial and applicable products in the industries;

 

- Analyzing the research needs of the country in the fields of transportation, building and housing, architecture and urban development;

 

- Developing a comprehensive data bank and technical certificates in seismology, materials, transportation, building and housing, architecture and urban development;

 

- Providing technical tests and research services, granting certificates and technical approvals according to the researches and evaluations conducted on building materials, methods and building products and road coverings and new building installations for legal and third person entities in return of a fee;

 

- Research collaboration with universities and institutes in order to improve the quality of research projects;

 

- Conducting applied and developmental researches plans in order to realize the mentioned objectives;

 

- Training technical forces by organizing undergrads, B.A, B.S, PhD;

 

- Training managers, engineers, technicians and labor forces and other active forces in the transportation industry, building and housing, architecture and urban development;

 

- Organizing exhibitions on building industry, urban development and transportation industry in the country in collaboration with other organizations;

 

- Providing expert supports, consultancy to applicants in the fields of transportation, building and housing, architecture and urban development, materials and building productions suitable with the country’s needs;

 

- Organizing short and long courses;

 

- Applying new systems prototypes and locals of roads and buildings in order to scrutinize standards, codes, regulations, instructions etc. for applying them in the building industry and transportation and urban development;

 

- Enforcing the circulations provided by the Ministry of Roads and Urban Development in the fields of transportation, building and housing, architecture and urban development.
