One of the major tasks of BHRC is studying and conducting research in order to prepare and compiling the codes, rules and the regulations, technical and construction codes related to roads and buildings according to climatic, economic, social and physical features in cooperation with legislative bodies. The department of rules and regulations compilation is one of the inexhaustible departments in the center which plays its role in collaboration with consultants, faculty boards members and experts in the center so that the goals of the department is achieved.
Organizing long-term, mid-term and short term plans of transportation, building and housing, architecture and urban development;
Proposing new research topics;
Organizing events for brainstorming and planning for activities and policymaking in compilation of rules, regulations and codes for using them in relevant plans of activities in the country;
Compilation and dissemination of roads, housing and urban development rules and regulations regarding enrichment of construction industry in the country;
Conducting research and studies with the themes of rules, regulations, standards, codes and guidelines in order to update their information;
Dissemination of the findings resulted from conducted researches and proposing practical solutions for their implementation using technologies and common scientific practices;
Studying the educational needs of the center for different courses in connection with the management tasks;
Compilation and translation of the research findings in order to enrich the knowledge and expertise related to the rules, regulations, standards and codes in the country;
Organizing committees and scientific and technical commissions;
Cooperation with other departments in order to hold technical seminars and gatherings;
Activities regarding information dissemination in the center in cooperation with the department of training in the fields of learning different codes such as building codes, building designs, building codes of earthquake, standard of 2800, passive defense, etc.
Revision of the necessary codes, rules and regulations and guidelines related to relevant departments and suggesting study or research plans to be conducted in certain periods of time;
Cooperation with legislative organizations in order to ratify the rules and regulations, codes and standards;
Cooperation with authorities and experts in building industry about rules, regulations, standards, codes, and guidelines;
Proposing compiled rules, regulations, standards, codes and guidelines to the BHRC president in order to submit them to legislative bodies;
Collecting technical comments regarding rules, regulations, standards, codes and guidelines compiled in the center and suggesting them in technical committees panels and imparting them to the Secretariats;
Cooperation with other organizations involved in compiling rules, regulations, standards, codes and guidelines;
Management of a permanent Secretariat of revision of rules, regulations, standards, codes and guidelines compiled in the center;
Cooperation with department of research affairs on supervision of development plans and research projects regarding compilation of rules, regulations, standards, codes and guidelines;
Corporation with the department of laboratory and Engineering Services in order to compile rules, regulations, standards, codes and guidelines required for granting technical certificate, lab and Engineering Services;
Rules, regulations, standards, codes and guidelines;
Answering the questions of engineers in the field of rules and regulations;
Enforcing designated duties.
Compilation of the 4th Edition of Iranian Code of Practice for Seismic Resistant Design of Buildings
It is inevitable to revise the building codes according to the latest innovations and research findings. Therefore, the project of Compilation of the fourth revision of the building design codes resilient to earthquake-standard 2800 was planned. The code was prepared at the nonstop efforts for four years on September 14th 2014 and after approval of the committee of standard 2800 of Iran, it was imparted by the Minister and was disseminated.The code is due to be translated and commented upon by the counterpart office in the ministry of roads and urban development.
Compiling codes, rules and regulations and standards in the field of passive defense
One of the most important solutions for mitigation of disasters and losses of life and retaining capitals and infrastructures is compiling rules and regulations in the field of engineering. Following the objective, the department cooperates with organizations and experts and authorities to accomplish certain projects. Some of which is mentioned as the following:
Selective revision of the first edition of building design and calculation of strong structures against explosive bearings;
Conducting research on architecture types resilient against explosion in urban design;
Compilation of design codes and calculation and construction of collective shelters;
Compiling regulations and technical considerations and national standards on strong building materials against explosion and break;
Compilation of the chapter 21st of national building codes (passive defense);
Compilation of principles and regulations of passive defense in site location and design of new industrial and residential towns;
With regard to the objectives and policies, the department has proposed some new research topics and has handed out the research findings to the Organization of Passive Defense.
Compilation of rules and regulations in the fields of new technologies
In order to organize design, manufacturing and supervision on approved technologies which can be mass produced, compilation of rules and regulations of such products was designated to the department. Some of the guidelines and instructions are as the following:
Guidelines on manufacturing and design of prefabricated reinforced concrete simple building frame systems with in-palace shear wall;
Instructions of manufacturing concrete buildings in-place with integrated wall form;-
Instructions for semi-prefabricated building systems comprised of wall and ceiling and in-place concrete;
Design codes and installation of cold-formed steel structures;
Instructions on design and installations of insulated forms wall panels with expanding Polystyrene concrete;
Instructions on design and construction of buildings using AAC panels;
Instructions on installation of Nik-system technologies for flats of up to 5 stories;
Instructions on design and installations of composite steel-concrete ceilings;
Instructions on design, manufacturing and installations of structures of prestressed pre-fabricated and semi-prefabricated reinforced bending frames;
Instructions on design and installations of prefabricated and semi-prefabricated reinforced concrete ceilings;
Instructions on design of prefabricated reinforced concrete simple building frame systems with in-palace shear wall.
Compilation of evaluation and enhancement instruction of urban buildings
The experience of the previous earthquakes such as Tabas, Bam, Haris, etc. shows that the majority of the existing buildings in Iran are vulnerable against earthquake and if effective measurements are not taken we will expect more irreparable damages. Therefore, the counterpart office in the Ministry with the objective of improving the seismic behavior of existing urban buildings has commenced preparation and compilation of simple and applicable instructions:
Instruction on evaluation and enhancement of seismic behavior of conventional concrete buildings;
Instruction on evaluation and enhancement of seismic behavior of conventional steel buildings;
Instruction on evaluation and enhancement of seismic behavior of composite structure, final report;
Instruction on evaluation and enhancement of seismic behavior of nonstructural components and equipment of urban buildings, report;
Instructions on vulnerability assessment of unreinforced masonry buildings with floor arch ceiling;
Instructions on assessment and seismic behavior enhancement of buildings with saddle connections;
Instructions on assessment and seismic behavior of masonry buildings;
Manual instructions on FRP for retrofitting and strengthening the buildings;
Compilation of codes of analysis, assess and retrofitting masonry buildings.
Compilation of national standards of building products and materials
Institute of Standards and Industrial Research of Iran and the affiliated center have signed an MOU with the objective of developing scientific, technical and research cooperation and facilitating compilation of national codes and lab cooperation in the fields of building and building materials.
With regard to the MOU the Department of Rules and Regulations in the center cooperates with the Institute of Standards and Industrial Research of Iran in the abovementioned fields to organize and plan, technical and approval committees. It is noteworthy that presence of a representative of the department in all the sessions and meeting is mandatory.
The department with cooperation of the Institute and Organization of Energy Conservation has compiled 24 standards with the themes of “definitions, features, testing methodology and calculations of thermal insulation of buildings” and 9 standards with the themes of “thermal insulations in pipes and equipment” in 2011. All in all, a total of 36 standards in 2011, 5 standards in 2012, 24 standards in 2013 and 4 standards in 2014 have been granted national code.
Answering to the questions of engineers in the fields of rules and regulations
The department has been responding to the inquiries being submitted about standard 2800 and other compiled rules and regulations in the center. For a period of two years, i.e. 2012 to 2014, the department has replied to a total of 100 questions which this number is the highest compared to the questions submitted in 2008 (15 questions), 2009 (60 questions), 2010 (23 questions), 2011 (19 questions), 2012(32 questions).
Training courses, seminars and lectures
The department has organized the training course of “Forth Edition of Building Design Codes against earthquake- Standard 2800 of Iran” in concurrence with printing and publishing the fourth edition. The course was organized with the objective of demonstrating the latest updates of Standard 2800 and clarifying any possible ambiguities.
National and International Cooperation
The department collaborates with Organization of National Standard of Iran, Organization of Management and Planning of Iran, etc. with the objective of exchange of scientific, technical and research knowledge and expertise, cooperation in compilation of national and international standards, publicizing the culture of consuming standard approved products, cooperation in organizing seminars, conducting research and study projects, amendment of codes and previous practices and compilation of codes and new practices.
