Research & Technology vice Presidency

Introduction

The country’s sustainable development depends on multidimensional development of the country among which transportation and other areas concerning building, housing and urban development are the most significant. Additionally, conducting applied researches are essential for today’s societies, so all operational activities and construction projects are based on targeted studies and researches. 

Thus, Vice Presidency of Research & Technology was established in BHRC with the aim of applying the knowledge to meet the needs in the field of road, housing and urban development and observe the goals of economic, social and cultural development plan along with the Islamic Republic of Iran's 20-year vision.

This department is responsible for policy-making, planning and directing all the matters related to research and innovation activities. The responsibilities are carried out within three management areas and four research fields consisting of 24 research groups. Regarding the importance of using research projects results to overcome challenges and needs of specialized fields and executive organizations of the county, an innovation system and efforts to commercialize research achievements and technologies have been recently developed to implement Comprehensive Research & Technology System.

 

Goals

Need analysis, policy making, planning and prioritization of research projects and preparing research programs;

Conducting fundamental and applied research projects in order to help knowledge enrichment and providing practical solutions in the fields of roads, housing and urban development;

Developing research projects in the fields required for the society in order to achieve innovative materials, products, methods and systems;

Recognizing research needs and prioritization of the country’s needs in technical fields of the Ministry of Roads and Urban Development;

Qualitative and quantitative improvement of research capacity and optimum utilizing of technical labor force and equipment of research teams in order to meet the research and technology needs of the country; 

Compilation and preparation of research annual policies in the framework of BHRC policies;

Proposing annual budgets and required for research activities and engineering services and BHRC labs;

Developing interaction with industries and professional communities in order to attract cooperation and need analysis and conducting research and engineering activities;

Developing a feedback systems of results from developing the application of research findings in engineering societies;

project control management, supervision on well-conduct of research projects, compilation of rules and regulations and providing engineering and lab services;

planning and supervision on development of technical labs in the center;

planning for leading research findings to available sources for experts and researchers;

Interacting with universities and domestic and international scientific institutes in order to attract their cooperation;

Defining quality and quantity standards for researches in order to control them and enhance research affairs

Creating synergy between the research teams in the center for conducting interdisciplinary researchers required for the country and commercializing the conducted researches;

Facilitating commercialization of the conducted projects by research departments in the center;



Responsibilities
Development of research in the fields related to building, architecture and urban development, and transportation industry and also providing the context for the promotion of research activities in the field of road, housing and urban development;

 

Preparation of rules, regulations, instructions and standards in the field of transport, urban development and architecture, building and housing;
Dissemination and publishing the results and achievements of the Center to promote scientific design of the engineering community;

Improvement of quality in the construction, transportation, urban development, architecture, building, housing and earthquake risk through applied research projects.


Major Research Issues of the vice Presidency
 (In coordination with the Supreme Council for Research and Technology)
Preparing Transportation Master Plan at national and provincial levels;

Preparing Transportation Safety Master Plan;

Preparing and implementing a master plan to reduce the risks of transport systems (road, rail, port and airport) in front of the natural phenomena with the priority of earthquakes at national and provincial levels;

Preparing criteria, standards and instructions (environmental, technical, and administrative) for the design, implementation and operational management of transportation and development infrastructure;

Providing new solutions for the development of rapid transit systems in order to accelerate the movement of passengers, agricultural products and other goods in compliance with environmental indicators;

Providing new ways to improve, develop and increase the efficiency of transportation systems:

Optimizing energy efficiency and the use of new technologies and renewable energies systems in transport and construction systems;

Development of new technologies (producing new materials and recycling them) in the construction and implementation of structural and transport systems in compliance with the country's natural and human characteristics;

Compiling, developing and implementing civil defense rules and regulations in the area of transportation and construction;

Compiling national environmental methods and standards in order to prevent from air, soil, and water contamination and providing solutions for transportation and chemicals and hazardous waste disposal;

Retrofitting structures and technical buildings and new methods and technologies to increase the safety, efficiency and lifetime in the field of development and transportation;

Compiling sustainable principles, criteria, standards and values in architecture and urban development projects based on Islamic-Iranian principles;

Climate and environmental changes interactions in the design, implementation and operation of biological cities and complexes and transportation infrastructures;

Compiling and developing an integrated management and monitoring system for development projects;

Compiling Urban Development and Architecture Comprehensive Law and national regulations of urban development;

Revising the models and services of development plans from national to local level;

Developing a strategic document to promote construction projects management and impact assessment of the administrative and technical system implementation in construction projects;

Recognizing original values and technologies of architecture and urban development in the past with the aim of utilizing them in the cotemporary architecture and urban development;

Seismic zoning for the cities;

Improving the performance of public and strategic buildings of the country.
