History of Establishment
The idea of establishing BHRC was formed in 1971 within the framework of the “United Nations Development Program (UNDP)”. Until 1973, which was the beginning of BHRC formal activities, research duties on building and housing were being carried out by “the Department of Building Studies and Regulations” at the Ministry of Housing and Urban Development (MHUD). In 1971, this duty was transferred to the BHRC based on an Agreement between “MHUD” and “UNDP”. In 1973, BHRC started its formal activities after completion of construction activities of the BHRC administrative building and laboratories for the departments of Physics and Chemistry.
The proposed BHRC Statute was approved by the Parliament in 1977, and since then, BHRC has commenced its research activities.
Objectives
BHRC, as the unique official Iranian research organization in the field of building and housing, is responsible for study and research on relevant problems associated with construction activities in the country. The BHRC objectives and functions, based on its Articles of Association, are as follows:
According to Article 1 of the Statute, major objectives for the establishment of BHRC are “centralized provision and execution of research programs on building and housing by innovation of new methods and techniques, provision and publication of Codes of Practice and their application instructions, issuance of technical certificates for building products, provision of technical guidance in housing and construction in compliance with the national requirements, climatic and local considerations and also taking into account the need for industrialized construction within the country”.
